Master plan for East Downtown/Chinatown redevelopment to improve roads, drainage, water and wastewater service, parking and aesthetics.
Quadrant Consultants prepared a master plan for redeveloping the East Downtown/Chinatown Tax Increment Reinvestment Zone to ensure that conditions improve for landowners, merchants and residents. East Downtown has experienced steady economic and population decline over the past 15 years. The plan would improve public perception of the area, maintain land values, improve social, environmental, and economic conditions, promote visibility and economic viability for commercial activities, and promote a sense of place. Quadrant Consultants performed stakeholder interviews, public information and community outreach meetings, existing land use inventory, socioeconomic and demographic data review, utilities inventory, analysis, and plan, urban design strategies and a comprehensive redevelopment report.
